Opportunity Moments
Based on our experience, the most powerful times to have meaningful impact occur when human service agencies face major transitions or crises (chosen or imposed). When correctly framed, these "opportunity moments" spark reform by focusing both attention and resources on system-wide transformation. Examples of opportunity moments include:

- Senior leadership transition (e.g., governor, mayor, or agency leader)
