This paper examines Social Security’s inability to lift more elderly, low-wage workers and minorities out of poverty. It reviews the literature about Social Security outcomes by race, gender, and earnings level. Moreover, the paper uses the DYNASIM model to examine lifetime Social Security redistribution under current law and a trust fund-neutral reform package that would improve outcomes for the most vulnerable retirees.
