This publication focuses on the 4.4 million children growing up in severely distressed neighborhoods. Despite the booming economy of the 1990s the number of children living in severely distressed neighborhoods increased by over 30 percent during the 1990s, putting more children at risk of growing up without the crucial supports they need to thrive.
